Being a native of Commerce, Councilman Owensby graduated in 1987 from Commerce High School. Mr. Owensby is employed with Windstream Communications where he was hired as a Customer Service Technician in 2001.

The Councilman is the son of Dorothy Owensby and the late Rev. Jimmy Owensby. He is married to Connie Evans Owensby and they have two sons, Knox and Bryce. Both of the boys are enrolled in the Commerce City School System. Mr. Owensby has been a member of Maysville Baptist Church since 2003 and currently serves as a youth sunday school teacher.

His hobbies include coaching baseball, golf, hunting, camping, and fishing.
